Manages, plans, and directs preventative and corrective maintenance and operations for the District’s potable water distribution and wastewater collection systems; and performs related duties as assigned.
Plans, directs, and manages the day to day operations involving the construction, installation, maintenance and repair of the potable and reclaimed water distribution and wastewater collection systems, including hydrant and air vacuum/air release maintenance, valve operations, leak detection, line location, CCTV and sewer cleaning, and ensuring needed resources are available.
Spends time in the field with supervisors and operations staff during regular and emergency related duties and is familiar with the teams’ scheduling, routes, job duties and maintenance plans.
Communicates regularly with field supervisors and District management.
Participates in the evaluation of water and wastewater service agreement requests and maintains a current database of available water resources.
Works closely with and reports directly to the General Manager.
Works closely with District engineer to perform development reviews and draft responses.
Participates in the capital improvement program for the division. Develops business case analyses for large capital improvements; develops operating strategies to optimize efficiency and develops short- and long-term plans for recommendation to management.
Coordinates with other agencies regarding regional standards and stays abreast of industry trends and best practices for the operation and maintenance of water distribution and wastewater collection systems.
Participates in the design and maintenance of water distribution and wastewater collection systems and reviews contract proposals and construction plans, coordinating contract work.
Develops, prepares, and analyzes the division’s budget, evaluating and monitoring operating costs. Within policy limits, authorizes the purchase of necessary equipment, materials, and supplies.
Along with the Safety Coordinator, investigates accidents, malfunctions and/or failures within the distribution and/or collection systems, and responds onsite to emergencies.
Manages staffing requirements for the division; prepares performance evaluations for direct reports; ensures compliance with regulations and personnel policies.
Submits federally mandated reports in support of permits mandated by the Clean Water Act and Safe Drinking Water Act and coordinates regularly with Pre-Treatment and Environmental Compliance staff.

Knowledge, Skills and Abilities
Knowledge of rules, regulations, policies, and procedures of the Cherokee Metropolitan District and El Paso County regional facilities.
Knowledge of water model, components and operational characteristics, techniques used in the construction, maintenance and repair of the District's water distribution systems and wastewater collection systems.
Knowledge of occupational safety regulations, safe work practices and safety equipment related to the work done in the division preferred.
Knowledge of asset management principles with regard to managing expenses and risk through reducing the probability and consequence of asset failure.
Ability to coordinate, direct and evaluate the work of subordinates; analyze complex issues and make critical decisions under time constraints; communicate effectively, both verbally and in writing, with the public, news media, regulatory agencies and elected officials.
Develop mathematical models to predict maintenance needs and demands; maintain positive relationships with customers and regulatory agencies; work with other utilities to facilitate the District's objectives; speak in public on technical and regulatory issues; communicate effectively through writing and speech; maintain effective working relationships with those contacted in the course of work; meet the public in situations requiring diplomacy and tact; deal constructively with conflict and develop effective resolutions; utilize computer and related software for written communications, data analysis and presentations.
Skill in using personal computers and software such as Microsoft Word, Excel and Access.
GIS working knowledge and experience a plus.
CAD working knowledge and experience a plus.
Willingness to wear safety equipment such as safety glasses, hard hats, and hearing protection.
Education and/or Experience and Qualifications (Required)
Bachelor's degree from an accredited college or university in Engineering, Science, Business Administration, or a closely related field
Five (5) years of progressively responsible experience in the maintenance and repair of water distribution systems and wastewater collection systems; two (2) years of which was in a supervisory and/or management role.

Possess and maintain a valid Colorado driver's license and good driving record. CDL preferred.
