Land Use and Water Planner - Colorado Department of Local Affairs

POSITION SUMMARY:   

Under the mission of DOLA, the Land Use & Water Planner in the Community Development Office of the Division of Local Government will coordinate the State of Colorado's work to identify and promote local government best practices for integrating land use and water planning. The position will develop and implement a coordinated workplan that includes research and best practices, guidance materials and tools, outreach and communication, training, technical assistance to help implement portions of the Colorado Water Plan, and assist with other CDO planning functions as needed. The work plan will be developed in consultation with the State Water Conservation Technical Specialist in the Colorado Water Conservation Board (CWCB) and support the work of the Colorado Land and Water Planning Alliance ("Alliance"), a group of organizations working on these issues that were convened by CDO and CWCB in 2017 to advance this work through collaborative efforts. The position will contribute to the land use section of the Colorado Water Plan update and other state plans (as applicable), in coordination with CWCB and other relevant state agencies. 
 In coordination with partners, the position will develop and implement an outreach strategy to share resources including training curriculum, training materials, website resources, and other communication pieces to help local governments implement land and water planning strategies. The position will assess and identify the needs of local governments and water providers to ensure the development of tools, best practices, and other resources that will resonate and be effective; utilize a strategic outreach approach to maximize progress toward Water Plan goals; review and update content on the Colorado Water Plan website and other relevant State websites to ensure land and water planning resources are up-to-date and strategic; coordinate and provide training and technical assistance activities statewide in collaboration with the Alliance and CWCB; identify and share resources  (e.g., funding, additional sources of technical assistance) to support local planning efforts; and evaluate program effectiveness and recommend enhancements. 
 Additionally, the position will organize and lead Land and Water Planning Alliance meetings and work groups, work to enhance partnerships with Alliance members, and seek opportunities for collaboration with potential partners.  The position will facilitate discussions with Alliance members to identify potential policy and legislative issues and solutions, ensure broad buy-in among Alliance members, synthesize input from stakeholders, and clearly communicate potential policy-level solutions. The position will also identify metrics for measuring goals for integrating land use and water planning and track progress, and develop an annual report on metrics/indicators tracking progress and results
