    First level supervisory position. Under supervision of the Operations Manager, acts as "working crew leader" to direct the installation, repair and maintenance of the water system. This is accomplished by operating, organizing and maintaining equipment and materials needed for leak repairs and installation of water infrastructure, leading personnel, and performing utility locates. This position requires after hours on-call rotations.

    SUMMARY DESCRIPTION
    As a member of the leadership team and under the general supervision of the District Manager plans, organizes, reviews, and directs the operation and control of the District’s distribution system including the daily operations and administrative requirements of the distribution system and facilities. Directs and supervises the activities of the operations and maintenance department including the installation, maintenance, and repair of all water system facilities. The Operations Manager is responsible for promoting the culture, appearance and reliable function of well-maintained facilities, property, vehicles, and equipment.
    The Operations Manager must communicate professionally and effectively, both verbally and in writing. The Operations Manager will attend District Board of Directors meetings and represent the District with customers, the public, other governmental entities, and professional
    organizations.
    The Operations Manager is responsible for the administrative functions of the department including: Operations employee safety program implementation and updates; management of staff including schedules, setting and implementing performance standards and applying District personnel policies including performance evaluation and related  documentation; Compliance with water sampling schedules; implementation of the District maintenance plans, capital improvement plans and other programs; preparing and submitting required reports to the appropriate State Agencies and General Manager; preparing department budget and monitoring budget performance, and managing accounts payables for the department. Position will attend and prepare for meetings on a routine basis and as assigned.

    Furthermore, the successful candidate must understand that the District’s system is built and maintained with data acquisition utilizing District field personnel and therefore must be willing to work with the existing platform while assisting in the efficient future development of the system.

    Under the supervision of the District Engineer, responsible for the review of proposed developments and the associated water system infrastructure improvements required for providing water service within the District service boundaries, including the preparation of water service commitment documents as necessary. Additional responsibilities include the planning, designing and construction oversight of water system facilities including capital improvement and maintenance projects.     Job Summary: 
    To ascertain the available surface water supply and distribute, control and regulate the surface and groundwater tributary to the South Platte River from the Town of Kersey downstream to the Town of Sterling area on a daily basis pursuant to water decrees, substitute water supply plans and state statutes. Additionally, under the direction of the State Engineer and Division Engineer and in coordination with the River Operations and Compact Commissioner (pea500), this position exists to record and compile assigned permanent records of water diversions and use; disseminate and explain information pertaining to water availability and use to the public; initiate measurement structure installation/repair orders; initiate orders related to illegal use of water; monitor dams for unsafe conditions, inspect wells to insure compliance with well permits, decrees, substitute water supply plans and statutory rules and regulations; field investigate new water rights and change of use applications for potential injury to existing water rights; and to guide and direct water users to gain their cooperation and resolve disputes informally.

    Job Summary: 
    The purpose of this position is to provide management to the Division operations group responsible for Water Court activities. The Water Court related duties include to assist the public through the Water Court process; prepare expert witness reports; consult with the Water Court regarding Water Court applications; negotiate or provide expert engineering support / testimony to litigate any conditions necessary to protect existing water rights; and to design DWR Division 5 water court processes that will be completed by administrative staff and other engineers. This position will also assist the Augmentation Plan group by providing engineering expertise and analysis necessary for the adjudication and administration of complex plans for augmentation; support water rights administration by developing methodologies to collect and analyze water diversion and delivery data to verify augmentation plan operators are operating in compliance with all applicable court decrees, statutes, rules and regulations; and provide assistance to the public in understanding Colorado water law.
