 Planning and Implementation

Overview

Water efficiency plans, sometimes called water conservation plans, serve as roadmaps for establishing successful water conservation programs that meet the goals of the water provider and the needs of its customers. Regardless of a water provider’s size, water efficiency plans provide guidance for action, promote and improve utilization of resources, and facilitate development of water saving goals. Water efficiency plans should be the first step in developing any water conservation program. Integrating water conservation into other plans and processes is also vital to achieve maximum impact. Entities that provide over 2,000 acre-feet of water are required to update water efficiency plans every seven years (see CWCB Guidance document here).

For more on this best practice see the CWW Best Practices document, which includes additional information on:

  • Developing effective water efficiency plans to serve as a roadmap to guide conservation efforts.
  • Integrating water into other relevant plans and services.
  • Executing the dedicated coordination of a water conservation program to support successful water efficiency program implementation.

Key Takeaways

  • Water efficiency plans are essential for successful water efficiency programs and should outline customer needs and available resources to meet those needs. Every water efficiency plan should:
      • Include components of the seven Best Practice Areas outlined in the CWW Best Practices document
      • Be action-oriented
      • Optimize available resources
      • Provide effective guidance
      • Include metrics and data for accountability
      • Meet State requirements
  • Integration with other plans will enable a broader spectrum of influence and benefits water efficiency can have across organizations and communities. Integration is also a tool to break down silos among departments by fostering communication and relationship building.
  • Dedicated staffing for water conservation program coordination is essential for program success and requires intentional infrastructure.
  • Even if there are inadequate resources for dedicated staff, every program should include a leader or champion, with additional back-up support.
  • Coordination must be action-oriented and include metrics and data for accountability.

Major Benefits and Considerations

Category  Definition
Water Savings
  • Water efficiency plans are the first step for any successful water conservation program.
  • While plans do not save water by themselves, they establish water saving goals and define the programs and implementation approaches necessary to achieve those goals and water savings.
Other Benefits
  • Water efficiency plans can include programs that promote efficient water use during drought conditions, increasing a community’s climate resilience. The reduction of water use will also decrease treatment needs, decreasing the amount of greenhouse gases emitted through water treatment or distribution.
  • Dedicated coordination of a water efficiency program can promote relationship building and collaboration across various organizations and services, which can help cultivate a shared sense of water stewardship.

Costs

Category  Definition
Water Provider
Costs
  • The typical cost to develop a water efficiency plan ranges between $30,000 - $100,000 depending on the level of consultant support and outreach/engagement process. Grant Funding is available.
  • Additional funds are also required to implement water conservation strategies, and dedicated staffing resources are recommended to create and/or oversee water efficiency plans completion, implementing a conservation program, or for integration with other plans.
