    Responsible for establishing and maintaining effective business relationships with critical customers by finding opportunities to assist them and seeking collaborative solutions to their problems, while working to sustain the Utilities’ mission. 

    ESSENTIAL DUTIES AND RESPONSIBILITIES The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

    • Establish and maintain effective business relationships with major account customer personnel; maintain regular customer account schedules.
    • Develop and maintain customer account profiles, and knowledge of customer’s business operations, industries, markets and business strategies.
    • Develop, implement and update strategic customer plans detailing Utilities opportunities to be pursued in partnership with key customers.
    • Assist with emergency communications for key accounts and large commercial customers identified, as needed; coordinate with other department staff to provide coverage for key accounts emergency needs.
    • Analyze energy and water consumption and billing for key and large commercial account customers; provide load profile data and graphic analysis, as needed; assist key customers in understanding water and electric usage patterns, demand and coincidental peak demand impacts, and their associated costs.
    • Coordinate City and Utilities resources for investigating, resolving and responding to key and large commercial customer service issues concerning rates, billing, metering, power and water quality and reliability, facility expansion and modifications.
    • Develop plans for marketing and communications activities (e.g. newsletters, seminars, workshops, surveys, etc.)
    • Identify and champion development of new customer-focused policies, programs, and strategic opportunities, critical to sustaining progressive and responsible businesses.
    • Develop and maintain program reports; track contacts and other activity utilizing account tracking databases; keep Utilities senior management informed of customer issues, successes and items of interest.
    • Spends 40% or more of work time meeting with Utilities customers face-to-face at their work sites or business locations in order to develop customer relationships and better understand customer operations and needs.
    • Participate as customer liaison in facility assessments, that requires on-site customer facility assessments in partnership with engineers.
    • Establish an online presence for engaging with customers on social media.
    • Perform on-call duty that supports quickly and effectively responding to outages with media, website and social media, and being prepared to go to outage site or an emergency operations center, as needed.

    Department: Public Works & Natural Resources 40 hours per week, Mon-Fri

    DEFINITION: Under the general supervision provided by the Sustainability Program Manager, organize, coordinate and manage the implementation of water conservation and sustainability strategies identified in the City’s Water Efficiency Master Plan and Sustainability Plan, and the program elements related to those plans. Work with other City department and division representatives, local and regional water conservation and environmental sustainability groups, educational institutions, and other stakeholders to achieve sustainability and water conservation goals and objectives. The position requires coordinating with and providing direction and support to administrative, professional, and technical positions in various City departments and working with citizen advisory boards and diverse groups in the community.

    PRINCIPAL DUTIES: In conjunction with and under the direction of the Sustainability Program Manager, the position will coordinate, implement, and track the results of the strategies identified in the Water Efficiency Master Plan and various other strategies in the Sustainability Plan in accordance with the goals, targets, timeframes and other factors outlined in those plans, including:

    o Indoor and outdoor water conservation strategies

    o Implementing efficient water strategies in concert with Natural Resources

    o Assisting with waste reduction outreach strategies

    o Assisting with the development and implementation of the Just Transition Plan

    o Coordinating volunteer opportunities for sustainability

    o GIS mapping

    o Coordinating sustainability implementation in areas such as land development code revisions, standards and specifications and master plans

    o Lead or assist with Sustainability Evaluation System reviews

    Track and report outcomes of water efficiency and sustainability strategies. Work with consultants and staff to manage updates of Water Efficiency Master Plan as necessary. Assemble data for and complete water efficiency reporting for the State water efficiency data portal. Participate with and act as the City’s liaison to Colorado Waterwise. Research and maintain a working knowledge of best practices that are appropriate for the Longmont’s diverse community to address water conservation and sustainability. Support the Sustainability Program Manager in auxiliary sustainability work such as data collection, tracking, analysis and reporting, communications, research, and outreach and education. Participate in the Sustainability Coalition and support recruitment and engagement efforts. Coordinate engagement and partnership activities with local and regional water conservation and sustainability partners to identify opportunities for collaboration to advance sustainability goals, with a focus on opportunities that are inclusive and representative of the Longmont community. Organize and present information at meetings, workshops, training sessions, etc. Coordinate and setup of related events for the City. Prepare reports and written analyses for review by City departments, advisory boards, City Council and the public. Aid in identifying sources of funding and financing mechanisms to support and incentivize sustainable practices and water conservation programs. Support the Sustainability Program Manager in communicating sustainability activities to City employees, City Council, resident groups, diverse sectors of the community, and other relevant parties to enhance the sustainability program and encourage multi-disciplinary involvement. Work with the Economic Sustainability Specialist to incorporate water conservation principles and practices into the Sustainable Business Program. Identify, prepare, and submit applications for government and nongovernment grants to fund sustainability-related programs and projects; assist with grant administration as needed. Periodically attend City Council and other board and commission meetings and make effective presentations as needed. Ensure that staff follows applicable safety policies and procedures and that work is done in accordance with all local, state or national safety codes and requirements. Develop, support, and enhance cooperation and trust within the division in pursuit of Department and City organizational goals and mission. Demonstrate ability, experience or understanding of intercultural communication, cultural sensitivity and ability to interface with diverse communities. Demonstrate behavior that sets a positive example for integrity, respect, fiscal responsibility and professionalism. Support the City and Department values, goals, objectives and business strategies. Perform essential duties and additional tasks in a manner that enhances City Attributes.

    WORKING ENVIRONMENT: Work is generally performed in a standard office environment. Periodic after hours work is required for meeting attendance. Ability to sit for long periods of time. Ability to communicate verbally using telephones, presentations and through interpersonal communication.

    QUALIFICATIONS: Education and experience equivalent to a Bachelor’s Degree from an accredited college or university with major course work in sustainability, environmental engineering, environmental studies, public administration, or related field. Course work or experience in environmental engineering, statistical analysis, communications, GIS, or public administration are desirable.

    At least 1 year of experience working in local or regional governments’ sustainability or water conservation programs or related work experience for other organizations that have developed and implemented sustainability and/or water conservation programs and strategies, and relevant experience working on projects or programs that required involvement of stakeholders with varying interests, concerns, and backgrounds. Examples of relevant experience include having a significant role in contributing to, directing or managing projects or programs that included one or more of the following:

    Development and implementation of water conservation and sustainability goals and policies, strategies, and programs to achieve those goals

     Financial or technical analyses of policies, projects, programs, preferably with an emphasis on sustainability

     Community outreach and education on sustainability-related topics

     Application of sustainable development principles

    Special qualifications: Spanish bilingual skills desired

    Summary: The Sonoran Institute is seeking a contractor to assist in the design and facilitation of a stakeholder process and associated research, in support of developing metrics that track progress toward a key goal of Colorado’s state water plan.

    Context: In 2015, Colorado adopted its first state water plan, which identified trainings for local governments “to encourage the incorporation of best management practices in land use for water demand management, water efficiency, and water conservation” as one of its priorities. The plan sets a measurable objective that, by 2025, 75 percent of Coloradans will live in communities that have incorporated water-saving actions into land-use planning.

    For the past two years, the Sonoran Institute and the Babbitt Center for Land and Water Policy, a program of the Lincoln Institute of Land Policy, have spearheaded Growing Water Smart, a training and assistance program to guide Colorado communities in better integrating water and land use planning. This program is one of multiple ongoing efforts designed to help Coloradans meet their state water plan goal. Recently, the Colorado Department of Local Affairs and Colorado Water Conservation Board have convened the Colorado Water and Land Use Planning Alliance to support and coordinate the work of these institutions and members of the Alliance. This includes helping track results, data, and information on whether these collective efforts are working to accomplish the water plan goal.

    Scope of Work: On behalf of the Colorado Water and Land Use Planning Alliance, the Sonoran Institute seeks a contractor to carry out the following activities:

    ·         Designing Stakeholder Process – In concert with the Sonoran Institute, Babbitt Center for Land and Water Policy, Colorado Department of Local Affairs, and Colorado Water Conservation Board (“Advisory Committee”), contractor will be responsible for designing a stakeholder process that will evaluate and ultimately select a set of metrics that community and state officials can use to track their progress in meeting the state water plan goal. Stakeholders include Alliance members, as well as land use planners, water resource managers, and other technical experts identified by the Advisory Committee.

    ·         Facilitation of stakeholder process – Contractor will be responsible for scheduling in-person meetings or calls with stakeholders, preparing meeting agendas, organizing meeting presentations, facilitating meetings, and drafting meeting minutes. S/he also will be responsible for providing regular reports to the Alliance regarding the work of the stakeholder group.

    ·         Research Support – Contractor will be responsible for collecting, reviewing and recommending existing information and resources that could support development of both “progress” and “impact” metrics, including those produced by Advisory Committee and Alliance members. S/he will present preliminary findings and subsequent drafts of metrics to the stakeholder group for their review and comment before finalizing these. Additionally, the contractor will be responsible for developing the content of a guidebook for community and state officials on how to collect and evaluate data associated with these metrics.

    The Sonoran Institute will be responsible for contract management, scheduling Advisory Committee calls, and editing, design, and production of the final report and guidebook.

    The Alliance will be responsible for providing meeting space for in-person stakeholder group meetings.

    Timeline: Designing the stakeholder process and recruiting participants (Feb-Mar 2019), initial metrics research (Feb-Apr), first stakeholder meeting to present preliminary findings on metrics (May), presentation of draft metrics (Sep), presentation of revised metrics and commentary on data collection and evaluation (Sep), draft metrics report and guidebook for review and comment (Jan 2020), and final submission of metrics report and guidebook (Apr 2020).

    Contract Amount: The amount to be charged to this contract shall be no more than $28,000, including fees, travel, and other expenses. Cost estimates will be a factor in the selection of the contractor.

    Term of Contract: The term of the contract shall be from February 1, 2019 through June 30, 2020.

    RFP Submission Format: Proposals should include:

    ·         A narrative of no more than five pages (use Times Roman, 12 Font) that describes individual tasks and, for each task, identifies the deliverable(s), estimate of hours and hourly rates, and itemizes any other expenses associated with these tasks.

    ·         Brief descriptions of up to three projects similar to this RFP that you have worked on.

    ·         References for these projects, providing their affiliation, title, and phone and email contact information.
