    Job Summary: 

    Western Resource Advocates (WRA) is seeking a strategic relationship builder to join their team as a Regional Water Policy Analyst or Senior Regional Water Policy Analyst. The Regional Water Policy Analyst/Senior Regional Water Policy Analyst will develop and advance equitable policies to improve regional and inter-state water governance and management in ways that benefit rivers and the communities, recreation, and the environment they support. This position requires strengths in research, analysis, and writing, as well as familiarity with a wide range of western water and river decision-makers and stakeholders. The position focuses on the Colorado River Basin but may work on other western rivers as well. Reporting to WRA’s Healthy Rivers Program Director, the Regional Water Policy Analyst/Senior Regional Water Policy Analyst will collaborate with fellow program staff, conservation community partners, water providers, state agency staff, and other key water decision-makers to advance the next generation of water management strategies. The Senior Regional Water Policy Analyst will bring more expertise and strategic leadership to the role, as well as supervise other members of WRA’s Healthy Rivers Program team.

    Job Summary:

    This position is an integral member of the Communication & Engagement Department team, working collaboratively with Water & Sewer Department leadership to develop, implement and manage high-level strategic communication plans. The Communication Specialist II will provide direction and context for the communication, promotion, public education, and public engagement aspects of work related to the Water and Sewer Department. They will use a range of tactics including marketing and advertising, social media, websites, and community dialogue to ensure the public is well informed about the state of the Water & Sewer Department’s projects, services, operations and infrastructure,

    The ideal candidate will demonstrate knowledge of integrated communications strategies, including engagement, education and marketing. They will work well in a collaborative, dynamic and results-driven environment. The ideal candidate must be comfortable working with many stakeholders and distilling complex information. Experience in water issues is desirable, but not required.

    Experience, Knowledge, Skills:

    • Bachelor’s degree gained through a four-year college/university academic program or specialized technical training of equivalent length in the field of Communication and Engagement or a related field.
    • No less than three to five years of progressively responsible professional experience involving 21st-century communication practices (i.e., marketing, communications, media relations, public engagement, brand management, or related fields.)
    • Proficient at writing, organizing content and data, and reporting outcomes.
    • Experience assessing, monitoring and measuring strategic communication initiatives.
    • Experience in media relations including writing press releases, pitching stories, and coordinating interviews.
    • Ability to utilize components of project management to successfully schedule, lead and facilitate communication.
    • Strong verbal and written communication skills.
    • Strong customer service skills and diplomacy.
    • Experience with Microsoft Office, Adobe Creative Suite, Mail Chimp, and WordPress
    • Experience with current social media applications and online platforms for communication and engagement.

    The Water Conservation Specialist is an integral part of the Water Conservation team and Fort Collins Utilities (Utilities), providing support by managing indoor and outdoor water demands and improving water efficiency to meet the goals of the Fort Collins Utilities Water Efficiency Plan. The position uses innovative techniques to improve water use efficiency throughout the community, including science-based methodologies and industry best practices for managing water demands and improving community resiliency. The position involves independent and collaborative work with numerous entities, internal and external to the City organization, to develop and implement programs, policies, plans, goals, and regulation-based requirements.  The position requires a culturally competent, water professional with excellent data management and analysis skills who can interact with diverse groups and individuals to provide community benefits and excellent service to Utilities’ customers.

    ANNUAL SALARY RANGE:   $69,868.00 - 116,446.00 (Salaries are paid biweekly)

    SUMMARY

    This is highly responsible work in planning and coordinating a variety of capital programs/projects in the Public Works and Water Departments.  This position includes capital improvement project contract administration and coordination, review of projects related to utility improvements, long-range planning activities, developing operations and maintenance plans, and monitoring existing programs and activities related to the Water Operations and Water Resources. Work is performed with latitude for independent judgment and action and is reviewed by the Director of Public Works through observation, conferences, reports, and achievement of desired objectives.  May develop intergovernmental agreements with other agencies concerning water rights, land purchases, water system interconnects, water storage, etc.  Prepare written reports and memorandums.  Carry out related administrative duties as assigned.

     

    SUPERVISION RECEIVED AND EXERCISED

    Direction provided by the Public Works Director.  Works closely with and provides direction and supervision of Public Works personnel, and Water Department personnel, and operations personnel.
