DEFINITION: Under the general supervision provided by the Sustainability Program Manager, organize, coordinate and manage the implementation of water conservation and sustainability strategies identified in the City’s Water Efficiency Master Plan and Sustainability Plan, and the program elements related to those plans. Work with other City department and division representatives, local and regional water conservation and environmental sustainability groups, educational institutions, and other stakeholders to achieve sustainability and water conservation goals and objectives. The position requires coordinating with and providing direction and support to administrative, professional, and technical positions in various City departments and working with citizen advisory boards and diverse groups in the community.
PRINCIPAL DUTIES: In conjunction with and under the direction of the Sustainability Program Manager, the position will coordinate, implement, and track the results of the strategies identified in the Water Efficiency Master Plan and various other strategies in the Sustainability Plan in accordance with the goals, targets, timeframes and other factors outlined in those plans, including:
o Indoor and outdoor water conservation strategies
o Implementing efficient water strategies in concert with Natural Resources
o Assisting with waste reduction outreach strategies
o Assisting with the development and implementation of the Just Transition Plan
o Coordinating volunteer opportunities for sustainability
o GIS mapping
o Coordinating sustainability implementation in areas such as land development code revisions, standards and specifications and master plans
o Lead or assist with Sustainability Evaluation System reviews
Track and report outcomes of water efficiency and sustainability strategies. Work with consultants and staff to manage updates of Water Efficiency Master Plan as necessary. Assemble data for and complete water efficiency reporting for the State water efficiency data portal. Participate with and act as the City’s liaison to Colorado Waterwise. Research and maintain a working knowledge of best practices that are appropriate for the Longmont’s diverse community to address water conservation and sustainability. Support the Sustainability Program Manager in auxiliary sustainability work such as data collection, tracking, analysis and reporting, communications, research, and outreach and education. Participate in the Sustainability Coalition and support recruitment and engagement efforts. Coordinate engagement and partnership activities with local and regional water conservation and sustainability partners to identify opportunities for collaboration to advance sustainability goals, with a focus on opportunities that are inclusive and representative of the Longmont community. Organize and present information at meetings, workshops, training sessions, etc. Coordinate and setup of related events for the City. Prepare reports and written analyses for review by City departments, advisory boards, City Council and the public. Aid in identifying sources of funding and financing mechanisms to support and incentivize sustainable practices and water conservation programs. Support the Sustainability Program Manager in communicating sustainability activities to City employees, City Council, resident groups, diverse sectors of the community, and other relevant parties to enhance the sustainability program and encourage multi-disciplinary involvement. Work with the Economic Sustainability Specialist to incorporate water conservation principles and practices into the Sustainable Business Program. Identify, prepare, and submit applications for government and nongovernment grants to fund sustainability-related programs and projects; assist with grant administration as needed. Periodically attend City Council and other board and commission meetings and make effective presentations as needed. Ensure that staff follows applicable safety policies and procedures and that work is done in accordance with all local, state or national safety codes and requirements. Develop, support, and enhance cooperation and trust within the division in pursuit of Department and City organizational goals and mission. Demonstrate ability, experience or understanding of intercultural communication, cultural sensitivity and ability to interface with diverse communities. Demonstrate behavior that sets a positive example for integrity, respect, fiscal responsibility and professionalism. Support the City and Department values, goals, objectives and business strategies. Perform essential duties and additional tasks in a manner that enhances City Attributes.
WORKING ENVIRONMENT: Work is generally performed in a standard office environment. Periodic after hours work is required for meeting attendance. Ability to sit for long periods of time. Ability to communicate verbally using telephones, presentations and through interpersonal communication.
QUALIFICATIONS: Education and experience equivalent to a Bachelor’s Degree from an accredited college or university with major course work in sustainability, environmental engineering, environmental studies, public administration, or related field. Course work or experience in environmental engineering, statistical analysis, communications, GIS, or public administration are desirable.
At least 1 year of experience working in local or regional governments’ sustainability or water conservation programs or related work experience for other organizations that have developed and implemented sustainability and/or water conservation programs and strategies, and relevant experience working on projects or programs that required involvement of stakeholders with varying interests, concerns, and backgrounds. Examples of relevant experience include having a significant role in contributing to, directing or managing projects or programs that included one or more of the following:
Development and implementation of water conservation and sustainability goals and policies, strategies, and programs to achieve those goals
Financial or technical analyses of policies, projects, programs, preferably with an emphasis on sustainability
Community outreach and education on sustainability-related topics
Application of sustainable development principles
Special qualifications: Spanish bilingual skills desired
